No. the're not. Even the mining monkeys got a 2% chance to drop them + some mobs in westfall.

well...it's grandfathered in the sense of level 1 twinks ... the westfall mobs don't drop them, but you can get it in Deadmines if you're at the appropriate level

Was about to say, my friend says it drops off this mob.. Which means it's not GFed for level 1 twinks.

Long ago I heard people talking about certain Prisoners that gets escorted around the Harbor that drop these. Ofc; that is for the hordies. There should still be 1-2 npcs within dead mines that should drop the mask.

Deadmines the instance or moonbrook place.. Because as Chubs said, 1's cant enter the instance, and therefor not get them

There is a Dead Mines, instance. And there is a zone right before said instance called Dead Mines.... Wowhead says I'm wrong but I do remember This female having a mask.. Perhaps she drops it at a low; low chance~. As I said before; you'll need to pretty much raid stormwind however hunched over prisioners in Stormwind still drop the mask.
