Might be the case. Or maybe it's just glitched, like it is for me. Just complete one quest or a daily and the count will raise back up.
 
Here's how it works (and yes it's probably a bug in recording). You have the 50 quest complete achievement and are working on the 100 quest which shows 27/100. It's actually 77/100 (50 + 27). In essence you are 27 quests past the 50 mark.

i hope its actually true, but i really doubt this.



my quest count has gone from 389/500, dropped to 121/500, worked back up to 265/500 and is now 192/500, figure out how that even remotely works with what you are saying.
 
With the shattering a lot of quests got removed and are not displayed in your quest counter. Only if you complete a new quest, your quest count will raise again to the amount of quests you completed pre-shattering + the amount of quests completed post-shattering.



Atleast that is what I think that causes it.
 
Why a quest counter for an achievement of say 500 quests completed bounces around I can't say. I can guarantee that the way it's "working" (I'm using that term loosely here) is that if you show 27/100 and have completed the 50 quest achievement then you are 27 quests past the 50 mark towards the 100 mark, or 77/100. Probably the reason Blizz doesn't bother to fix it is that it doesn't really effect game play, as you still earn the next higher achievement when you should.
