Possible to buy higher lvl PvP gear again?

Just noticed this warrior: http://eu.battle.net/wow/en/character/shattered-hand/Memoría/simple who is transmogrifing Titan-Forged Shoulderplates of Thriumph.

Possible bug on certain item or what?

Keep in mind Blizz DID attempt to fix this (xmog'ing BOA then mailing to alt) so it works even less often now than it did before. However I know for a fact some people are still getting it to work after this Tuesday's hotfix, at least some times they get it to work.

Yeah, you can transmog literally anything, as an heirloom, and mail to the alt(s), Check out my MiniEso. http://us.battle.net/wow/en/character/thrall/Esotrah/advanced She's sportin' Rogue tier 6.

As mentioned in the original post, mailing an heirloom to your alt will strip any transmogrification effect. There was a bug that sometimes prevented this from happening, but it is now fixed.

It is NOT fixed, not entirely, I guarantee it. As of yesterday I know someone who got it to work even after the attempted fix, it just doesn't work nearly as often as before.

Yep, It's still functioning. Just transmogrified several items and mailed to a new, level 2 druid of mine. As it stands, it still works. Aswell as 19 hunter still sporting rogue tier 6, illidan's blindfold, and a Season 1 heavy crossbow.
