Quick transmo questions

You keep the entchant on the item ur transmogrifying YES!

and if the other one has an entchant too YES U KEEP IT ON IT TOO LOLZ

Sorry I'm having trouble being able to transmog gear... So it has to be soulbound?

Keep in mind you have to retain all transmog gear (the item you made something else look like) either in you bag, bank or void storage. Void Storage will strip 100% of gems/chants/embossments from the item. You CAN xmog BOA's but it's a bit tricky sometimes. There's a thread about BOA xmog on here already.

So it has to be soulbound?

I would guess yes. "You must be able to equip an item to use it's appearance" is what I got when trying to xmog Gloves of the Fang (LvL 16, still BoE in my bag) at 10. This seems to apply not only to BoE items but character level as well as I cannot xmog the Footpads of the Fang (LvL 16, soulbound in my bag).
