Best spec would probably be survival. BM is a great spec, but imo the pet has too little health.

IF you are pro at pet management. BM is the best spec for pvp and solo pve because it provides your only stun as well as a bump to kill command crit which will become your biggest source of dmg.
i often have to rez pet, in or out of combat, but with lots of haste this isn't as bad as it sounds.

The Hunter Mikian linked has FAR superior gear (because it's mostly GF'd) than what you linked. The only difference from his Hunter to mine is I don't have the BOA Helm/Cloak, the Alliance boots and an AGM yet but have 100% GF'd gear and it IS BiS even if it's no longer available.
Obviously grandfathered gear should be superior in most cases. This is a new hunter though and he asks for non-gf'd gear which is why it's quite pointless to give a link and telling him to replace like 5 items because they're gf'd. He could list the second-BiS items after the gf'd.
Also, that hunter doesn't even have perfect gf'd gear. And some enchants aren't the best.

BM - If your crit is already at 100% it does not help much - but the stun is definitely game breaking - along with the extra DPS. BM is the best choice.
Survival - I only find nice in arenas where good players know how to use LOS - and getting off 1 exploding shot does a lot more than 1 arcane.
Marksmanship - I figure as an Elf - you can shadowmeld - and let ppl run by and then BAM waste em - very sweet - but imo - only good for an elf
