Hardest hitting casters, and I'm assuming what you mean by this is what caster can get the biggest crit, would be a balance druid. Granted it takes awhile, but I'm sure anyone who's been hit with the 1k Plus star surge from Hotbot would agree >.>

<3 not to mention with 33% crit 190 sp and 78% haste with CDs if I'm lucky I'll get 1000 starsurge then 800 x 2 starfire crits in a row, with 1.5 sec cast time, straight out vaporize, I havnt played many other casters but from what I've seen nothing comes close to balance Druid burst
