my guess is that he leveled them up to 300 during the period of time it was possible to level gathering professions up to 450 at level 19 but has not bothered to unlearn them and re-level them, i assume he doesn't receive any benefit form the professions at all.

I got 1000 daily quest achievement yesterday. If your talking about the 1000 quest achievement, i believe you had to do all the quests once cata hit. When cata came out the new quests would stack with the old ones. Now, i think the quest counters have all been reset. Thats why if you click on the next achievement in the line "1500 quests done" people should have less than 1k. I do, but i also got the 1k quest achievement completed before the reset. So goodluck.

my pally has 242 herb and 290 mining, if you learned past 225 but didnt ding 300, then you get the 225 rank benefits.

it's possible if you do all the world event quest(meaning one year)

Done it before cata, dailies do not count. IMHO its close to impossible w/o questing before cata.
