I got a qualified "maybe" lead for you. Not sure how the squish worked or how these did or didnt become level 1 items but Werewolf Orgasmahowl had a couple of Icemail Jerkins in their gbank. I faction swapped my only toon from that guild so you might have to bug @Sockdolager if he's still around.
I have no idea if theyre enchanted (iirc they werent but my memory is... bad) what they would even have been enchanted with. But I suppose theres a possibility.

Last seen July 1st 2020 gonna be tough to bring back but I have done more “impossible” tasks than this one, thank you for the info!!
Also my theory is that it’s just the old version of icemail jerkins when stored in Gbank became no level requirement version because that’s what happened with @Tonkks

Not sure if you're aware of this or not, but I'm like 90% sure gfed glorious stats (applied before prepatch) don't actually give +4 stats, it's just eye candy. +1 stats is better. I'm surprised nobody has brought this up yet.
The same goes for the gfed accord ring enchants, and I know 100% those don't give the stats.

(clearly Mp5 is BiS, my chest just went up to gold cap... muhhahahhaaaa)
edit- joking aside, anything pop up lately that gives more than the tooltips? I dont know much that ever has except I had BoA legs with ZG enhancements that gave way better stats than they showed on the item itself... anyone even actually check random old stuff? Especially now when that stuff might not even be in the field of note for SL update.

Ill check this tonight but I believe old glorious stats actually does give +4
