Can someone explain to me the basics of hit at 29? Is this talent needed or useful at all for rogues? Also, I made a human, so I am not sure how the racial plays into that.

Apparently you need 5% hit to guarantee special attacks to hit, that's the priority. Missing with gouge and such blows.

Regular white attacks for rogue are never going to be capped as they have a hit reduction (25%?) to offset dual wielding. As far as the racial goes, there's differing opinion on the value. Most say that weapon skill are capped for instanced PvP and the racial bonus for weapons is irrelevant, hard to confirm more than simply quoting some quip from some ancient vanilla thread off the net.

Either way it doesn't hurt, or likely matter for the racial. If you feel better having it, then go for it. For hit you can try 4% (I've seen posts that argue that's the PvP cap) and if you miss then just re-spec and get all 5. It's just gold....

Trying is always better than "knowing" cuz someone told you so.

edit- note that "hit cap" just refers to misses, parry and dodge are not included in that 5%. Just wont miss...

Great, thanks for that. I think I will try with 4 points and see how often I actually miss.
 
It will definitely take 5% to not miss vs same level targets and it will make a huge difference strategically knowing everything will land.
