Confused on state of twinks

So I was running my friend through BT and noticed that the gear he was getting was worse than his heirlooms. Granted his lvl was 73 so it made sense. What I don't understand is why people deliberately stay at 70 and use raid gear instead of getting to 79 and using heirlooms which should be much better. Then someone told me that the raid gear scales differently when you're 70 compared to 71-79? So all that BT and Sunwell gear has better stats when you're 70 than when you go above 70?
Appreciate any responses are appreciated as I'm planning on twinking rogue at 70 :)

Level 79s are strictly stronger than level 70s in every way. Heirlooms are not BiS at level 79 or 70 but that's another topic.

From TBC and until WoD, the level 70 bracket was only 70-70 (only exception being a few bugged patches throughout MoP). So before WoD it never made sense to go above level 70.

As to why people play level 70 instead of 79 I can only answer for the EU realms:
People stay at level 70 because that's where the community is. If you play level 79 you're not included in guilds, premades, pve events, etc.. You're also generally looked down upon.

In at least my own experience, staying at 70 has also an unintended perk of meeting people in SW I otherwise would not have. After I explain that my death knight is NOT a level 70 demon hunter with warglaives people like to tell me all there fond memories of vanilla and BC
