I'd say offhand since shamans dont have any spells or abilities that requiers a shield. you will miss out on the armor from the shield tho, but higher ilvl might negate that.

Absolutely a shield. Item level differences between the shield and the offhand (less than 0.5% for stats in a BG or arena) won't come anywhere close to the amount of damage mitigation from a shield, and battlegrounds/arenas do take into account the extra armor gained from shields.

I gain 1 stam with OH or some shit, and 5% DR with shield. I just rock shield.

Shield for sure. The mitigation you get from it trumps the flower. Look at your armor difference next time you are in a battleground.
