WTF Gnomish Death Ray Nerf?

Yo i just lvled my engineering up to 225 and then proceeded to become a gnomish engineer. Once a Gnomish engineer i tried to get Gnomish Death Ray but it says it requires 240 engineering to learn, when did this happen? Does that mean that it is now grandfathered?

The only thing that was more OP were Aimed-Meld Hunters back when Aimed Shot had a cast time... and hit like a truck... and didn't break shadowmeld while being cast.
