I'd imagine Hellfire is okay (I do know that's a 120 hotspot though,) Zang maybe, Borean Tundra and other NR zones, etc.

I don't know that I've ever quested through Borean Tundra without being ganked and chased by a twink.

Edit: realized you said 60 instead of 70. Might be worth looking at some level 60 Azeroth zones too.
