so i have been farming for agility BoE's on my f2p ww, and i was targeting the burnt leather breeches. which at ilvl 24 req lvl 20 should be 12 agility. now thats pretty good. so i go to farm them at chieftain zulmarosh in eversong woods because he has a quick spawn rate and guarenteed green drop

i get them, but they are 8 agility i lvl 16? but why i thought they all scale to your ilvl/req lvl now

As far Armor goes; only Blues scale to your level. Greens have "brackets" they fall under. The ones I have discovered so far:

Requires Level 7 = Item Level 10
Requires Level 10 = Item Level 13
Requires Level 13 = Item Level 16
Requires Level 16 = Item Level 19

After a few examples you can begin to see the pattern. Now, I haven't played anything above 20 since WotLK so I am not sure if that pattern changes later (but I am assuming you don't care about that).

Green BoE weapons, however, do scale to your level. So those drops will be 20/23.
