Where Is Everybody?

So I created a character with the intent of Vet Twinking, and when it came time to pick a server, I did some research and saw that most people basically said "It doesn't matter--especially with Warbands". But I checked the Twink Armory anyways, and saw a lot of people on Bleeding Hoof, so I decided to roll that.

Fast-forward to now, every capital city is dead and I /who'd Tanaris during the 20th anniversary event and there were only 3 other people...

So does server choice actually matter? And if so, where are my NA peeps?

I assume you mean Bleeding Hollow? It's a normal non-RP server so it basically shares the same dynamic sharding with all other normal NA servers. If you're not familiar with sharding it's basically just the game creating several instances of each zone so that they don't get too crowded. It's why you will see people from other realms when out in the world these days. I don't know if blizz has really clarified how sharding works, but I think capital cities should be mostly people from your realm. Perhaps Tanaris for the event is server specific. When I /who in Tanaris right now on sargeras it says 50 people ( i think the /who command maxes out on showing 50)

A lot of people don't like sharding because the player limit is set too low and it makes the game feel dead. An upside is that you can manipulate your shard to find rare mobs etc more easily. If you want to see a bunch of people in the cities maybe try a popular RP realm, supposedly they don't use any sharding in the capital cities.
