i had a quick discussion about this with someone like yesterday or in the last couple days...
i proposed that 70 rated will be coming back within the next expansion or the next potentially, on the grounds they took away low level skirmish and then re-integrated, and have done a lot of removing and re-implementing over time as a general thing regarding the WoW PvP arena system, probably realizing the detriment of the choices after having been implemented. cuz obv having ranked @ 70 / non lvl cap levels fosters having more players regardless, more subs, just the ones that aren't into level cap and only play for 70, as many i know personally did...
we'll have to see, gonna take some waiting... hope this helps. I'd just make twinks in a lower level bracket for now if u want to play wow for arena but not lvl cap, certain brackets can have really good games in arena... just saying cuz itll be awhile I'm sure, before ranked is re-implemented

Rated was taken away from lower level brackets because people were abusing it to wintrade in environments with way less active players.
As sad as it may sound, the thing that caused rating to get removed was probably all our attempts to report the wintraders. The increasing number in reports made blizzard realize there was a problem, and they decided to deal with it by simply removing rating from lower level brackets, which makes sense.
As much as we all want rating back you have to realize that it's not going to happen. It wouldn't make any sense. It didn't make any sense that we had rating in the first place, and it would make even less sense to re-implement it.
If you genuinely believe that rating is coming back to lower level brackets ever, then I don't think you realize just how low catering to twinks is on blizzards priority list.
