Whats the best class for boosting and open world?

There's no one-size-fit-all option here. Some classes are stronger in different ways, but which one is best depends on you and your plans. As far as boosting, you're probably looking at a healer or tank due to queue times and survivability, and out of those two, probably a tank.
Since you seem most interested in boosting, you'd be looking at a lvl 11 ideally, but if not, tank spec is even more important at 20.
Anything can do open world content so that's not really an issue.
As far as what tank class to pick, that depends on you. What can you play well, what's comfortable, how much speed do you need? The Druid is a good option if you're okay with added complexity. The warrior is also a good option especially for lvl 11 stuff, just don't flaunt your damage if you go that route. DK is okay, but not super strong. Can't personally recommend Pally, and Monk feels good but finicky with tank. DH isn't bad, but doesn't hit that hard.

Would not recommend using an 11, as you’d have to lock exp and run into the xp disabled experience gain debuff
F2P/ unsubbed veteran status accounts would not face this issue
With enough gearing and with the appropriate classes/ specs 20s can shred through dungeons just as fast as 11s, it just might involve a bit more involvement as opposed to whirlwind spam.

If I could assume that the intention was to boost others then it might mean that you are not planning to skip trash mobs via stealth or combat drops or otherwise speed demon your way through an instance
Based on that I’d probably go with:
Prot paladin or guardian druid
Nothing fancy or groundbreaking. Just the most versatile classes for ensuring others make it though the run and don’t struggle with taking out packs of trash.

For boosting? at 20 I would honestly go for fury warrior just for its trash clearing potential. You will not be downing bosses as fast as say a shadowpriest of resto druid but you make up for it with insane trash clearing speed. Resto druid is really close behind fury warrior for trash clearing, not because of damage but because of energy. While WW has no cost.
If you go resto druid over fury warrior you trade slightly slower trash cleaning with faster boss kills. Also mandatory to be a cute nelf female.

Prot pally does seem to be the current best 20 for dungeons AFAICT.
Guardian druid has stealth, which is huge for soloing/farming, but guardian druid damage has always been a bit of an issue.
