what level to start watching xp

Noob/faq question here but what level should I start worrying about not leveling- 14? 15? 17?

If it matters (quest lines?) it’s for ally side at the moment
Discovery xp for STV (fishing contest, arena) for instance, is it negligible like 1/10th of a level?

Is deadmines, sfk, wc the only area I need to discover/get quests for?

Starting with rogue (classic!) but plan to eventually have most classes, back in the days I had a then rare mage twink (which dinged 20 when they decided to add some discovery xp in sw in cata if I recall)
 
So you have options:

Fundamentally you must complete all quests as soon as possible, and usually as dead is possible is best.
You really want to do all your exploration in STV before you hit any quest levels.
In the dungeons depending on how you get run and how lucky you are you may need to even be dead for much of that.

Ultimately as long as you complete all quests by 19 you'll live. But the more careful you are the more margin you'll have later to play around : ) Since turning in Warsong Marks gives xp, but also gives a nice rep boost, I'd recommend anytime you need to advance in level when possible gain that xp through turn ins so you can shave some time of the rep grind. And stop all XP gains the moment you hit 19, you never know when something might happen so you want a nice large safe cushy margin.
 
I've made two alliance twinks and the levels went superfast even when focusing on gear only at:

Mage lvl 13 - https://classic.wowhead.com/item=10043/pious-legwraps quest chain gives shitton of exp

Rogue lvl 14. Starting with the https://classic.wowhead.com/quest=65/the-defias-brotherhood quest chain at 14
then https://classic.wowhead.com/item=10441/glowing-shard at 15
then https://classic.wowhead.com/item=2874/an-unsent-letter at 16
You will hardly think of leveling, it will come natural when gearing up. Just focus on getting the items at the lowest level possible

I personally do not care about the explore/discovery exp. I've explored a shitton after hitting 19 and I've barely gained 5 exp bars
 
The level at which you should be worrying about your exp is very much both class and faction specific. A lot depends on the amount of quests/quest chains you need to complete for your class/faction and also which dungeon gear you may need for your class. It's best to start any quests as soon as you can, especially big quest chains like the one needed for Seal of Wrynn.

Only other thing to really take into consideration are areas you may want to explore for future use, and its best to soak that exp early on. Also the first turn in of the arena master gives either 550 or 560 exp, but there is no exp turn received for arena grand master, so you can choose to soak that early on as well.

There are also many ways to avoid/limit exp so you can also explore those options but they can also be more time consuming, but definitely worth it if you are getting worried.

Find a guide with all the important 19 quests. Make a list of the ones you are doing as well as what items you want from dungeons. Level to somewhere around 5. Do all your exploration! This will be a lot of corpse runs but it saves you from ruining your twink and future proofs them. At 10 start doing your quests based on what level the lowest quest is. You can stop yourself from gaining xp by being dead, and still get credit for quests. Basically only intentionally gain xp when you are done with everything you need to do at that level. Some classes are tight on xp some are wide open.
