What is the highest level dungeon or raid for obtaining 19 transmog gear?

You can transmog any gear up to level 60 on level 19 twinks.
Tier 3, Tier 2, etc.
Tier 3, Tier 2, etc.

yeah like years ago due to oversight. Those are rare though and are typically mogged on gear that isn't bis anymore.

There was the ability to mog Trial of valor gear back in Legion, but that's been changed so you can't anymore. Best I can think of is some rep gear from WoD like the cosmetic masks on horde side, or the captain hats from shipyard. Lots of cosmetic stuff have no ilvl req. You can also get tabards from higher xpacs. And as stated above, you can mog nearly all vanilla gear, which IMO is one of the best since the gear is more colorful and reflective. Lots of future xpac gear blizzard decided to go with darker textures which don't really stand out as much.

Honestly true to an extent. I feel like an good transmog can distract or intimidate an enemy, causing them to lose focus and/or avoid you. It can also cause healers to be like "oh that guy looks like he's pretty good and experienced, so I'll heal him a bit more."
Obviously, BiS plus a good mog is supreme.

Its the lvl 60 pvp gear you unlock as a cosmetic version by reaching 1800 rating in Rated BGs with the class.
Its pretty cool because because players under level 60 can tmog it too now.

1800 / t3 mogs are bis mogs yo (darkmoon faire replica sets are worth looking at too)
t1/2/2.5 look cool enough tho
some are ugly but some look nice
there are actually some nice green boe sets you can just buy off the AH, I know leather has some cool ones, and if you don't have a plate wearer to farm out the tier sets its like one of the only ways to get a cool plate mog that isn't trial of style
but to regurgitate what everyone else has already said: level 1s and up can mog any and all gear pieces up to level 60

There are a TON of vanilla quest gear transmog items out there. I was fortune enough that I did ALL of the vanilla quests on a single character before Cata. Unfortunately, that does limit my largest transmogrification armor choice to mail items.
There are still quite a few really nice quest sub 60 quest items left to obtain. Any level can wear the original tiers. Plus you get achievements for collecting them. That took me quite a long time to collect. I have probably close to 700 different cloak styles and 450 shields. And I haven’t even collected close to them all.
You can get transmog gear from DMF vendors. (Noblesman’s(woman’s)set). Practically each seasonal vendor has transmog gear.
Anniversary items.
Promo items.
Special events.
Mogit is a great addon where to get the items you are missing.
