EU+US What happened to Haunt?

The spell does about 10% of the upfront damage it did 3 months ago (aka the last time I played this bracket). What exactly changed and how are demo and destro locks nowadays?

I only play Affliction at 110 so I'm not sure about the lower brackets specifically.

Why does it matter that it doesn't hit as hard when you can abuse the cooldown reset bug to spam it :^)
