you arent hitcapped. you need hoggers trousers and stillwaters dagger. If you ever get lucky enough to get a ring of precision (rare drop from bfd) , then switch that out for your legionnaires band and use a second wicked dagger in place of stillwaters dagger. also, your trinkets are messed up. use the resil pvp trinket from the honor boa vendor, and an agm. also get some +16 armor kits and the naga heartpiercer bow from bfd. other than that lookin good man.
edit: and get a +2 damage scope from chests in gnomeragon.
