What can I do with this?

There were some good armories posted in the "Rate My Twink" section just recently.

Scaling is all independent of level these days. 25, 28, 29, it doesn't matter. Going to later levels gets you more gear options and more spells. 28 is an important level to hit for Scarlet Halls & AB gear.

With the GF'd cloak enchant and Blackvenom blade off hand you could have a pretty nice rogue when done.

Most people are going combat with shadowfang MH. If you want to stay Assassin then getting a Talon of Vultros is optimal as it has pretty good stats and the damage on it scales to a good value.
 
To be frank, one of the best rogues in the bracket is probably valotian (even though i disslike his playstyle in randoms). He has lots of grandfathered gear but its best to follow his gear set here

Level all twinks to 29, all gear scales the same regardless of your level. Being below 29 has no benefit on the scaling and only deprives you of abilities and bis gear.

Boa helm, you can actually probably keep your neck(scales nicely) but its glass cannon, more conservative option would be the 28 version or scorched scarlet key.You want a "gift of" enchant on it, probably versatility or multistrike being the best options. The honor boa shoulders actually give the same agility as shadowcrafts at 29 and give 3 more stam but up to you, tiger fang script or secret tiger fang if you have a high level script. That parachute cloak is bis, especially if that enchant is still 12 agi. "Gift of" your choice enchant if it is not, other cloak options are cookie's table cloth(7 agi 7 stam) and boa cloak. Boa chest with peerless stats, serrakis or lightblade bracers with greater assault. Gloves of the fang with glove reinforcements are really good, you can go fang or hound trainer's with agility if you want more damage. Boa pants with frosthide leg armor. Highlander's girdle and highlander's boots with blurred swiftness, charged gear of agility/monkey, jalin's recompense, or vigorous interruption with gift of enchants. BoA trinket/agm is probably strongest combo.

Weapons depend on spec, combat is slightly stronger than assassination but both are very viable. Sub is pretty shit atm. Vultros is now dropping two versions of his talon which are both 2.00 speed and scale the same, so I would have that main hand in an ideal world for mut spec. Combat I would go mass of mcgowan or shadowfang for glass cannon and both specs I would use bvb offhand. Ele force is by far the best chant right now for both slots. So apparently the level 18 wsg neck scales better than the 28 version?

Should I keep my GFed cloak on or are the new enchants better?

Yeah, IIRC 18 one is 9/3, while 28 is 8/5. +12 agility gives more pure damage I think, but the +10% movement speed from gift enchant could be more desireable in some situations. It's not too big of a damage loss anyways. I'd get two cloaks with each chants and switch them around for when you need absolute full damage, and for when you need movement speed.

Mesi, are you sure that 12 agility gives more damage than 25 versatility?

I'm not 100% sure on a rogue, but at least on a hunter it does give more damage. I also think combat rogues have some kind of hidden boost to their AP(?), so that would make agility chant even stronger. I'd try but don't have any gametime :/
