To get items forged in war, do you just have to do the WOD dungeons and hope that some bosses drop them, or does it have to be in a specific dungeon, on a specific boss?

Any items that drop from bosses in a WOD dungeon has the chance to upgrade to warforged or epic quality.

The daily dungeon quests from The Inn inside your garrison also can proc epic. Be sure to complete those, daily. Travel to Auch and solo/group it cuz you can't que for it sadly but Johnny Bravo is there and offers a quest for that specific dungeon. GOOD LUCK!
