If we're talking about racial base stats then Night elf would be BiS.
Night Elf base - 24 Agility
Undead base - 18 Agility
Orc Base - 17 Agility
So yeah i'd get max, max agility playing nelf and having Gf'd enchants.
As horde Troll, Belf, Goblin would be BiS for rogue with a base agility of 22.
Belf is generally BiS for rogues on Horde because of silence and energy regen.
I myself prefer the recently buffed Touch of the grave ability which now does 100% more DMG which currently makes mine do 400 dmg and also heal me for 400 so that's why i'm rolling with a race who provides less agility.

I do have 2x shadowfang i usually switch to double in stealth for ambush with AP enchant then switch back to goblin.
