[Vet] shoulder/leg enchants

I was looking at the lvl 29/vet armory to see what would be some good enchants for the leg and shoulder slots. It seems that everyone is using the insc shoulder enchants and the LW armor kits and tailoring leg enchants. I went to buy them in the AH but it seems that there is a high lvl requirement and causes the item to be soulbound. Is there some way to put them on a lvl 20 twink that I don't know about or is it some grandfathered thing that we can't do anymore?

Also, if it is grandfathered, what would be the best enchants to put into these slots?

you need to apply them with a higher lvl character on either a boe (although some enchants bind gear) or a boa item

If it binds the gear (all the best ones do apparently), but I put it on an heirloom, would I still be able to send it or no?

boas are boa no matter what

Some of them won't bind to your high level, an example being Shadowleather Leg Armor.
