This is how I'd ̶D̶i̶c̶t̶a̶t̶e̶ manage twinking in WoW (or wow in general) if I were to somehow seize control of development in Blizzard.

-continue the feature for players to lock their experience at any level they desire.

-merged brackets with xpoff-xpon, but also a separate queue for only xpoff.

-be on top of PTR exploits and make announcements early on to the communities that they have been found.

-once an item (with stats or effects / non-vanity) is introduced, it should never be grandfathered. Although if it is difficult and/or rare to obtain, it should remain as such.

-If a stat squish happens, certain notable items should be flagged for direct alteration instead of blindly squishing all items across the board.

-I myself, or other entrusted people would be assigned as a historian for brackets to preserve information on what makes the specific bracket and/or items in said bracket note-worthy.

-conduct polls before making any major changes

-no mounts in bgs or arenas until lvl 40 or 60 (with exception of alteric valley and other large instances)

-Ensure that players who work hard on their gear can be of benefit from it, but that it shouldn't exceed such a threshold to where the game is unplayable for a leveler who is fairly geared (full heirlooms) and has relative skill.

-Recently resurrected players in graveyard have a 30 second 15% stat buff within a certain radius of GY. (subject to change depending on BG). This keeps GY pressuring, but fights GY camping.

-No ridiculous warforging like invasion event. Items should drop as they are. No RNG on top of RNG.

-No BiS items should ever exceed another previous BiS item if the previous was already powerful. Instead it should maybe be of the same benefit, but with different stats or effects for different purposes. That way we don't have a constant climb in gear strength that would ultimately lead to a ridiculous difference between a leveler and a twink.

-with statement above, I'd also like to add that I would discourage items having similar stats. Stam builds, crit builds, proc builds, etc would be heavily influenced. Gear customization plays an integral roll in various means of gameplay, whether it be flag carrying, stealth detection, interrupts, passive healing, etc. This gives each item a unique identity and importance to the community.

-Buff heirlooms to its previous strength so that levelers have a viable means of surviving lower brackets, but not to the extent of surpassing BiS twink gear. at most, it should be of 2/3rds the strength of the base stats and effectiveness, whereas basic questing and dungeon gear should be of 1/2 effectiveness.

-Also buff experience gain from BGs regardless of win/loss so that levelers aren't stuck in a bracket long enough to warrant whining on the forums.

No, this is terrible. A big part of the fun in twinking is discovering new things and constantly trying to improve your character. No BIS can ever be exceeded? Just plain lazy and boring.

You are no twink at all with this attitude. I think something like a MOBA might be more to your liking.

Many would argue in favor of going back to cata or mop twinking. Even some advocating for private servers. Surely they wouldn't expect a patch to roll out introducing more and more gear?

I think for WoW we've seen that people need something to work towards, something on the horizon. Character progression and accomplishment is too much at the heart of an RPG like this. Legion PvP at every level was a failure because that gear progression and character improvement was taken away. Blizzard is wisely trying a different approach this time around.

Twinks that I haven't seen online in years will pop up for events like the Legion Invasions and this prepatch because there are new things to test, explore, and acquire. The excitement for these things speaks for itself. Twinking isn't about a perfectly fair fight. It's about working hard to get every edge in skill and gear you can to win.

I get that. But when the power gap is increased so much that suddenly 19s or whatever are going around and 1 shotting someone who is fairly geared due to having the newest "invasion gear" at like ilvl 45 or whatever, it would incite blizzard's attention and hit us. Rewards with consequences. I think BiS gear should continue being released over the course of time. But as I said, in a way in which it's equally powerful but in a different way. Like maybe it procs something that reduces armor, or procs leech etc. Variation is what twinks need, not really so much a constant climb in stats after already being BiS.

If I were blizz I'd add alot more interesting gear that have odd stats and abilities ( like chest pieces that give insane stamina but lower movement speed by 10% that kind of stuff) just like back in the old days
And diff fukin weapon attack speeds
