Undead racial in MoP

This Racial, touch of the grave. At level 1 it does 24 damage and heals for the same amount. At level 20 it does 112 and heals for the same amount. I thought it was going to be a cooldown, but its a chance on hit.

Has anyone tested this to see how the proc chance is? and does resil effect the damage/healing of it?

On my rogue it was hitting for around 66...and it procced give or take twice a minute. It has no form of gcd...just a 20% proc chance.

It has a 15 sec ICD, and it does ~7.4 hps and ~4.5 dps, asuming it procs every 15 secs.
