Twink Hit Rating

OG
THIS IS NOT MY WORK! I saw this on the official WoW forums, and thought it was repost worthy. This is an indepth look at twink hitrating at the different brackets.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Hit rating a pretty common topic to the point where a thread for it should sufficiently reduce the number of “How much hit do I need” threads each day.
First, expertise should not be mentioned when discussing hit. It’s an entirely different mechanic. The roll for misses is done before the roll for dodges and parries.
Quite simply, hit rating helps you hit more often with your spells (go figure).
As of patch 3.0.2, spell and physical hit rating have been combined into a single "hit rating" attribute but use different hit chance formulas. Physical hit chance against targets 3 levels above a player also appear to have been increased by 1%.
The current hit cap against equal level players (read: PvP) is 5%. This is the benchmark for melee specials (yellow damage).
With a draenei at all times, the hit cap is 4%. Against a night elf, it’s 7%. With a draenei against a night elf, it’s 6%.
For ranged and spells (including rogue poisons), subtract 1% from each of the above numbers.
This is taken directly from wowwiki: Formulas:Magical resistance - WoWWiki - Your guide to the World of Warcraft
Q u o t e:
Although players can reduce their spell-miss chance with equipment or talents, it cannot be reduced to below 1%. THIS IS NO LONGER TRUE AS OF PATCH 3.0.2.
Q u o t e:
****As of patch 3.0.2, the hit cap is 100%. Prior to it, all mobs and players retained a 1% chance to resist your spells no matter what. This is no longer the case as that 1% is finally able to be covered with hit. A hit capped mage should never ever miss their target. Ever :)
It's worth mentioning that now, spells no longer have a baseline 1% resist chance. Source: http://forums.worldofwarcraft.com/thread.html?topicId=7475660772&sid=1 and http://www.wowwiki.com/Spell_hit_rating
For offhand weapons, the hit cap is 23%. You’d be completely gimping yourself if you plan to gear for this cap. Though, this fact is notable in establishing that hit above the cap is not worthless. Increased offhand damage, weapon procs like Mongoose or Windfury, along with more poison procs for rogues are still benefits of hit above 5% and below 23%.
Here’s a pretty simple interpretation of the hit caps and the respective amount of hit rating at typical twinking levels required to see no misses (excluding talents and racials).
Decimals are all rounded up to the next whole number.
Level: Spell hit cap (Bold), Melee hit cap (Italics)
19 : 7 11
29 : 13 21
39 : 20 30
49 : 26 40
59 : 32 49
60 : 32 50
70 : 51 79
80 : 105 164
Note that physical abilities that are not categorized as spells may still be affected by talents. A yellow-hit capped rogue trying to blind another rogue with heightened senses will experience a 5% miss chance.
This, of course, is not including any talents like Heightened Senses or Arctic Winds or racials, like Draenei passive Shadow Resistance that artificially increase static miss chance.
Edit this pls: they took away the constant 1% miss chance, if you are hit caped you will ALWAYS hit
Edit: ups i should learn to read the whole text
Nice post Vinod. Let's move this to a World of Warcraft related sub-forum.
