Transmog in Shadowlands?

Ok, if all the zones scaled to your level (10-50), would you be able to use all 1-60 level (max level 60) transmogs to your low level characters?

For example , now you can only transmog 1-60 level items(max level 120) to low levels.

Im a 20 level and my transmog-cap is 60 lvl in BfA. Maybe I`ll be able to use all the transmogs on my Starter Edition character in Shadowlands?

Any question about Shadowlands atm is going to get the same "Nobody knows anything concrete" answer. I'm willing to bet A LOT of new transmog options are going to open up to us though.
