Would it be possible to make a twink on my main account and transfer him to my second account with no game time? thanks in advance for the answers.

Yes, just know that you cannot account transfer and faction change at the same time, must be a separate shop purchase
Make sure to check out relevant “what to do before I unsub” threads if this is your first time
don’t forget to get into a friendly guild /create a personal guild before you do if that’s something ur interested in (again make sure you check out all the relevant starter/vet restriction info)
