Totem of Infliction

So i had this item named Totem of Infliction for about 3 years in my bag and i was wondering if it was any good for a 19 Rogue, at the moment i just use it for mog to my Furbolg Medicine Pouch and the item is Grandfathered to. Link to Wowhead:
