To lvl or not to lvl

Toon got lvled to 21 when i resubbed last xpac. Should i lvl to 29 or stay 21 for a chance of gm delvling me?

I doubt i would get him delvled since its been around 4 months prob longer and i dont really have anything crazy just felforged gear so i guess 29 it is

21 was only cool during wod and mop due to BVB that's pretty much it I think. 29s have superior base stats and abilities. Not to knock on 20s or anything, that's just how it is.

I didn’t get light deleveled until after a year, ask any vet that played in wod.
There is still a chance to get delevel, if you wanna just have fun and not let this be stuck in your head just go to 29.

Until they tell you not to msg them about it anymore, it's not a lost cause yet.
You can always level to 29, but don't level if you haven't tried it yet.
Unless you really don't care... But if you didn't care, you wouldn't be asking us, you'd be 29 by now.

With all that said, practically the only way you will get a delevel to happen is for it to be a Blizzard error. You will probably only get one delevel on your account. Or at least for a long time to come. Do you want to burn it for this?
The one delevel I received was when Blizzard turned XP back on on one of my characters during the Legion Invasion and I leveled to 30. I immediately stopped xp and sent them a ticket and logged out. Even then it took them a week to get back to me before they deleveled it.

First time i got deleveled i asked about an old char also being deleveled (19 who hit 20 in tbc) And the GM told me they almost never delevel someone after 3 months
