It would be if you took it out of sample, but this is one of those probability questions similar to the fact that you are technically witnessing a miracle every time you see a car number plate. The odds of this happening for any individual car are astronomical, but no one thinks of it as extyaordinary. It is only when it spells out an obscene word or name that people notice.
