It's 100% possible - I had the level 20 achieve on my most recent 19, can be abused to get higher level xmogs if you don't stay at the level for long. Just ticket and mention some bullshit about how you've invested time / $ in the character and that you leveled by accident.

Lying to GMs is generally a bad idea though.
