chatter was removed in the shattering and only just came back in the last patch (along with a bunch of other MIA rares), so that's pretty awesome that they left it's loot intact

Leather wearers BiS stam belt is 6/6 monkey belt, so 8stam significantly better.

I don't quite think that you can trust wowhead's measurement of that, it only has 23 Chatter kills recorded, one of which dropped the belt.

It's not bad but at the same time if your a dps you can get sun belt and if your FC 10 stam

I can't really think of a situation where it would be better than a satchel belt. It has less armour and stamina than the 10 stam belt and it sacrifices far too much crit and int for too small an amount of stamina as a dps belt.

You cant do dps in a pvp environment if your dead. I think anywhere you can queeze extra stamina while still maintaining int is a good find.

If you're sacrificing the 5crit and 3 int from belt of the sun for 3 stamina you'd be foolish to not go the whole hog and sacrifice the last 2 int for 2 stamina. If you're in a situation where tarantulas is better than "of the sun", then "of stamina" will be better than tarantulas
