Bought directly from the 1st Vendor in Korrak's Revenge, for no cost at all. Despite saying it has a level 24 requirement, you can use it AT LEVEL 20. You are SCALED to 50 REGARDLESS OF PREVIOUS LEVEL inside Korrak's Revenge. Meaning you can right-click it and learn it as soon as level 20.
