Starter upgrade delays?

Any one know if there is some kind of delay after you upgrade from a starter edition? I activated this morning and it shows active on battle.net but still want allow any mail or ah/whispers? Any one else had this issue?

Takes almost 24 hours to upgrade.

Its always been like this.

I dont know why blizzard doesnt fix this.

Takes up to 72 hours from my experience, and even then I had to call up Blizzard to finalize it as only my first toon was fully activated.

I think it has something to do with making sure they have the payment because they can't downgrade the account if there was a credit card mistake or something.
