Spell Power Shield?

A friend was talking to me about a Spellpower shield that could be used in our bracket, does anyone know the name? I searched Chardev but couldn't find it. I am worried it maybe a <Random Enchant> but anyway does anyone know the Shield name?

It have been changed a bit since then. Last patch, all the models reset themself and I've had to do the entire thing all over again.
