Some Cata TW Dungeons Require Level 35 But Let You In

If you haven't noticed some of the Cata dungeons, which is the Timewalking event this week, won't let you do some stuff like loot and port to areas. Need to be level 35. Please report as a bug when you run into it so they fix it. Good news is we can get 2 Bronze celebration tokens per run if we can finish them.

For completeness, Classic dungeons have this problem too to a lesser extent. For example:

1. Can't spawn the hydra in ZF until level 15+
2. Can't spawn the Postmaster in Stratholme until level 15+

Expect to see more of this the first time we go into an expansion for the first time in TW since 11.0.5.
