My lvl20 f2p got this from some Drustvar mobs. It's item lvl 1 and doesn't have any specific level requirement on it but when i right click it says i'm too low level to use the item. Is it locked behind some quests?

Non equip-able items like profession or quest items that are “usable” but drop in a zone with a level floor above yours (aka drust) will give you that error.

To expand on this, an item you pick up in a zone that's above your level will have the phantom level requirement while the exact same item picked up in a level appropriate zone will be good. It was a really hastily applied fix for some unknown thing that wound up breaking a lot more.

They closed the EU one, so bump the US one for visibility.

but yeah. That hotfix that added the phantom level requirements to zone floors also broke garrison follower upgrades (which is within the zone level)

what a joke.
