So.... those that dont already know

you can now place enchants onto items just by thier item level not restricted by the level to use.

for example, scarlet chestpiece, 19 stam 8 strength lvl 34 BoE.. (item lvl is 38 or 39), can recieve a 35+ encahnt (150hp)

not a great deal of use to enchants and items in many brackets, but its nice to know

edit: boe's generally have item lvl 5 higher than use level,

so it applies mainly level 30-34

Also, the only other one of use that I could fine is Thermaplugg's Central Core - Item - World of Warcraft. Could use Formula: Enchant Shield - Intellect - Item - World of Warcraft or Formula: Enchant Shield - Major Stamina - Item - World of Warcraft.

yeah they are few & far between, but its still nice to have,, great for 39 mail flag carriers anyway :3
