Unless you get an ability at 29, 28 is actually best since there is almost no gear that unlocks at 29 from dungeons etc. This way you get it all scaled up 1 level! Minuscule difference but the min-max is real. Sadly, I got my druid to 29 before realising this.

Scaling on certain classes will give them some small advantage but rogues for example, losing sprint for the sake of some crit is a no brainer.

You automatically hit everything three levels above you. Every player you encounter in a skirmish won't be a level 29. And, if by chance you do happen to encounter a level 29, the miss percentage is very low. And in the one in one hundred chance that you do miss, if you miss, your scaling can take up for that miss.
