From what i've played of shaman, wf/ft doesn't have that "poppy" quality of wf/wf, but ft pads your shocks and heals and you get a extra chance to get a goose proc every 6 seconds. I felt like i had more control of a fight with wf/ft, and by the same token i didn't feel like i was relying solely on wf to win me fights.
Like i tell everyone, you have to decide what works for you through experimentation. This is what i found works for me, hope that could help you make a decision.
