So unless the outlook for 19 rogues changes drastically between now and launch, a nerfed SF would be the LEAST of a rogue's problems...

That sounds terrible. Is that legit? 19 rogues aren't going to have much to use at all. I feel like I'm almost wasting my time rolling a 19 rogue right now.

Well...No actually.
What you're describing was essentially the state of rogues prior to the release of Cataclysm. Except then we still had sprint (3 min CD), gouge, and backstab. At this point in time, no one used rogues in premades precisely because they had very low ToT. If someone got a half-step on you, you essentially could be kited easily by any class with ease.
No ToT, little to no usefulness in premades. Double ambush, if it will even turn out to work well, will not be nearly enough to make up for this.
And IMO the current rogue "problem" pails in comparison to the current hunter, priest, and paladin problems.
