No, you need to equip the sword that drops from 1 of the bosses, but it had a level req higher thans 20

You also need a punch card to access it which req level 21+ to get.
edit: on the other hand, if you get a high level friend to both get the punch card + electrocute the bugger with the leg sword, it might just be tameable. Hmmm...
ofc this is all assuming goblin/gnome hunters only. Also assuming mob scales down to 20 and not level-floored at 24.

According to petopia.com it scales down to level 50. Not sure why you'd want a mechanostrider though. They, like many other pet families, don't have a family ability - making them objectively inferior pets to those that do have one.
But if you really want one there is a level 17-18 one here and a level 18 one here.
