Yes. Members can play with free players, but the member account would have to log onto the free world. This will make the member account have the same free to play restrictions as the player without a member subscription.

i quit runescape 2007 just got boring fast, lots of the players are quitting. I don't know why.

Everyone quit because it's just stale. In the real 2007 things were fun and new things were really interesting, but with the remake it seems like RS is going down the same exact path as the real RS has gone before with a couple different minigames. To be completely honest, the point and click RS was never meant to survive for long and the fact that they only just died with the release of the EoC system is astounding to say the least.
