US Rogue 19 tink dagger: Tail Spike, Goblin Screwdriver etc.

Hi!

I have noticed a guide on this site (quick gearing guide) for assa 10 twink rogues. The question concerns some dagger choices.

BIS MH daggers are 1) Talon of Vultros, 2) Assassin's blade, 3) Tail spike, 4) Sharpened scarlet kris (seems like it is in that order).

BIS OH daggers are 1) Assassin's blade, 2) Tail spike, 3) Fang of Adarogg, 4) Sharpened scarlet kris (seems like it is in that order).

I have also noticed a guide stating that Goblin Screwdriver is BIS OH.

I was thinking about farming the Talon of Vultros, and then get an offhand weapon.

Goblin screwdriver, Tail spike and Assassin's blade have identical damage, weapon speed and stats.

Should I use Talon of Vultros MH + Tail spike OH? Is not Tail spike identical to the Goblin screwdriver and Assassin's blade?

Or is the case that the difference in item levels (Goblin screwdriver ilvl 20, Tail spike ilvl 21, Assassin's blade ilvl 21)? That scaling thing seems like a big x-factor I do not quite understand, which also makes it hard to evaluate which weapon would be the best.

The scaling only works in BGs? So that what is BIS in world pvp is different from BIS in BGs?

Yes, Wpvp and BG BiS is very different due to scaling.

BiS for assassination is always ToV MH (level 11 or 7 doesn't matter) and either another ToV or a Goblin Screwdriver in the offhand.

Goblin Screwdriver is the only dagger that gives 5 agility available in this bracket, which is why it is used.

Adding on to that, the main reason Goblin Screwdriver is better is the fact that, not only does it give 5 agi, but it has a very fast attack speed. You want a slow MH and a fast OH for max dmg as it allows for more MH hits and better/more poison procs. Imo, ToV x 2 is bis for WSG, but ToV MH GS OH is bis for arena.
