EU+US Returning Champion

Is the heirloom http://www.wowhead.com/item=126949 Returning Champion obtainable by level 20's? I have 14 pit masters but the heirloom wont show up in the chest. I opened a ticket but they were no help on the matter. It seems weird because i was able to get the defending champion in the gurubashi arena.

if it doesnt show up i would say no. should be a 100% chance to drop after completing the quest to hand in 12 trinkets, which requires level 85

Thank you for responding, yeah must not be able to get it unless you are at least 85. Kind of annoying that they do not make that clear.

I am trying to get the chauffeur mount and need two more heirlooms, it just takes a long time to farm marks of honor. I got the pirate ring and defending champion and all the darkmoon faire looms, was hoping to find some easier looms than the looms that cost 8 marks.

Yeah for the epic trinket, but it does not mention that you need to be 85 to get 12 pit fighters and the hierloom. I got defending champion from Gurubashi even though the trinkets say require 40.

The gurubashi quest, item and ensuing achievement did not require level 40 my friend.
Where as it’s Darkmoon Faire equivalent does have a level requirement.
The only way to get either heirlooms is to have their respective achievements firsts.
Once you receive the achievement(s) the next time you loot the chest you will receive the heirloom.
In order to get http://www.wowhead.com/item=126949/returning-champion&bonus=0 you must have the http://www.wowhead.com/achievement=6024/darkmoon-dominator achievement.
To get that achievement you must do this quest http://www.wowhead.com/quest=29761/master-pit-fighter which requires level 85.
