So Random Dungeon Finder is back and we've got access to https://www.wowhead.com/wotlk/item=51994/tumultuous-cloak and https://www.wowhead.com/wotlk/item=51964/vigorous-belt, https://www.wowhead.com/wotlk/item=51978/earthbound-girdle, https://www.wowhead.com/wotlk/item=51968/enumerated-wrap as 19s

Cloak Enchantments

Most of the dungeons at 19 also are pretty long, luckily enough we've found out a way to cheese it so we always get RFC
If you notice, this is the dungeon finder on a level 15, the only option is RFC

In WotLK RFC is a super short dungeon and essentially ends at the first boss. This makes getting satchels VERY fast.
So either invite a random level 15 leveler on your 19, or stop your xp at level 15 in order to always have RFC chosen as a dungeon.

There's a spreadsheet here which has the other belts (cloth, mail).
The level 15 RFC trick has been known for years but wasn't actually possible until the hotfix yesterday when they corrected dungeon levels.
