Question about hunter

Back on TBC I had a 29 hunter and I was thinking about making him again. The thing is I remember many quests for BiS and most dungeon items being 28+, which makes me wonder if I wont level past 29, is there a trick or just have a 70 all along the way should do it?

You want to take a couple of 60s with you to level to absorb the experience, or if you have kill missions in STV, go to the area with the mobs and die but don’t release, you’ll still get the credit without the exp gains.
